ให้ปลัดกระทรวงและผู้ว่าราชการจังหวัด มีอำนาจแต่งตั้งหรือถอดถอนผู้ปกครองสวัสดิภาพของสถานแรกรับ สถานสงเคราะห์ สถานคุ้มครองสวัสดิภาพ และสถานพัฒนาและฟื้นฟู ตามหลักเกณฑ์ วิธีการ และเงื่อนไขที่กำหนดในกฎกระทรวง
