เมื่อมีคนเกิดหรือคนตาย ผู้ทำคลอดหรือผู้รักษาพยาบาลต้องออก หนังสือรับรองการเกิดหรือการตายตามแบบพิมพ์ที่ผู้อำนวยการทะเบียนกลางกำหนดให้แก่ผู้มีหน้าที่ ต้องแจ้งตามมาตรา ๑๘หรือมาตรา ๒๑
