ให้ผู้บริหารท้องถิ่นมีอำนาจแต่งตั้งพนักงานสำรวจ พนักงานประเมิน และ พนักงานเก็บภาษี เพื่อปฏิบัติการให้เป็นไปตามพระราชบัญญัตินี้ ในการปฏิบัติหน้าที่ตามพระราชบัญญัตินี้ ให้พนักงานตามวรรคหนึ่ง เป็นเจ้าพนักงาน ตามประมวลกฎหมายอาญา
