การจัดการศึกษาให้ยึดหลักดังนี้

(๑) เป็นการศึกษาตลอดชีวิตสำหรับประชาชน

(๒) ให้สังคมมีส่วนร่วมในการจัดการศึกษา

(๓) การพัฒนาสาระและกระบวนการเรียนรู้ให้เป็นไปอย่างต่อเนื่อง
