บทบัญญัติมาตรา ๗มาตรา ๘และมาตรา ๙มิให้ใช้บังคับกับข้อมูล ข่าวสารของราชการที่เกิดขึ้นก่อนวันที่พระราชบัญญัตินี้ใช้บังคับ ให้หน่วยงานของรัฐจัดพิมพ์ข้อมูลข่าวสารตามวรรคหนึ่ง หรือจัดให้มีข้อมูลข่าวสาร ตามวรรคหนึ่งไว้เพื่อให้ประชาชนเข้าตรวจดูได้ แล้วแต่กรณี ทั้งนี้ ตามหลักเกณฑ์และวิธีการที่ คณะกรรมการจะได้ก หนด
