ข้อมูลข่าวสารที่ต้องลงพิมพ์ตามมาตรา ๗(๔) ถ้ายังไม่ได้ลงพิมพ์ในราช กิจจานุเบกษา จะนำมาใช้บังคับในทางที่ไม่เป็นคุณแก่ผู้ใดไม่ได้ เว้นแต่ผู้นั้นจะได้รู้ถึงข้อมูลข่าวสารนั้น ตามความเป็นจริงมาก่อนแล้วเป็นเวลาพอสมควร
