ให้รัฐมนตรีว่าการกระทรวงสาธารณสุขรักษาการตามพระราชบัญญัตินี้ และให้มีอำนาจ แต่งตั้งเจ้าพนักงานสาธารณสุข กับออกกฎกระทรวงกำหนดค่าธรรมเนียมหรือยกเว้นค่าธรรมเนียม และกำหนด กิจการอื่นเพื่อปฏิบัติการตามพระราชบัญญัตินี้ กฎกระทรวงนั้นเมื่อได้ประกาศในราชกิจจานุเบกษาแล้วให้ใช้บังคับได้ หมวด ๑
