บทกฎหมาย พระราชหัตถเลขา และพระบรมราชโองการอันเกี่ยวกับราชการ แผ่นดิน ต้องมีรัฐมนตรีลงนามรับสนองพระบรมราชโองการ เว้นแต่ที่มีบัญญัติไว้เป็นอย่างอื่นใน รัฐธรรมนูญนี้ บทกฎหมายที่ทรงลงพระปรมาภิไธยแล้วหรือถือเสมือนหนึ่งว่าได้ทรงลงพระปรมาภิไธยแล้ว ให้ประกาศในราชกิจจานุเบกษาโดยพลัน
