Section ๓๑

บุคคลผู้เป็นทหาร ตำรวจ ข้าราชการ เจ้าหน้าที่อื่นของรัฐ และพนักงานหรือ ลูกจ้างขององค์กรของรัฐ ย่อมมีสิทธิและเสรีภาพตามรัฐธรรมนูญเช่นเดียวกับบุคคลทั่วไป เว้นแต่ที่ จำกัดไว้ในกฎหมายหรือกฎที่ออกโดยอาศัยอำนาจตามบทบัญญัติแห่งกฎหมาย เฉพาะในส่วนที่เกี่ยวกับ การเมือง สมรรถภาพ วินัย หรือจริยธรรม ส่วนที่ ๓ สิทธิและเสรีภาพส่วนบุคคล
