พระมหากษัตริย์ทรงแต่งตั้งข้าราชการฝ่ายทหารและฝ่ายพลเรือน ตำแหน่งปลัดกระทรวง อธิบดี และเทียบเท่า และทรงให้พ้นจากตำแหน่ง เว้นแต่กรณีที่พ้นจากตำแหน่ง เพราะความตาย เกษียณอายุ หรือพ้นจากราชการเพราะถูกลงโทษ
