ในการดำเนินงาน ให้องค์กรปกครองส่วนท้องถิ่น สภาท้องถิ่น และผู้บริหารท้องถิ่น เปิดเผยข้อมูลและรายงานผลการดำเนินงานให้ประชาชนทราบ รวมตลอดทั้งมีกลไกให้ประชาชนในท้องถิ่น มีส่วนร่วมด้วย ทั้งนี้ ตามหลักเกณฑ์และวิธีการที่กฎหมายบัญญัติ
