รัฐต้องเปิดเผยข้อมูลหรือข่าวสารสาธารณะในครอบครองของหน่วยงานของรัฐ ที่มิใช่ข้อมูลเกี่ยวกับความมั่นคงของรัฐหรือเป็นความลับของทางราชการตามที่กฎหมายบัญญัติ และต้องจัดให้ ประชาชนเข้าถึงข้อมูลหรือข่าวสารดังกล่าวได้โดยสะดวก
