คณะกรรมการมีอำนาจแต่งตั้งผู้ทรงคุณวุฒิซึ่งมีความรู้ความเชี่ยวชาญเป็นที่ปรึกษา และมีอำนาจแต่งตั้งคณะอนุกรรมการเพื่อพิจารณาหรือปฏิบัติการอย่างใดอย่างหนึ่งตามที่คณะกรรมการ มอบหมายได้ ให้นำมาตรา ๑๗ มาใช้บังคับกับการประชุมของคณะอนุกรรมการ โดยอนุโลม
