ให้รัฐมนตรีว่าการกระทรวงสาธารณสุขรักษาการตามพระราชบัญญัตินี้ และ มีอำนาจออกกฎกระทรวงและประกาศเพื่อปฏิบัติการตามพระราชบัญญัตินี้ กฎกระทรวงนั้น เมื่อได้ประกาศในราชกิจจานุเบกษาแล้วให้ใช้บังคับได้
