ให้นายกรัฐมนตรีรักษาการตามพระราชบัญญัตินี้ และให้รัฐมนตรีว่าการ กระทรวงเกษตรและสหกรณ์รักษาการตามพระราชบัญญัตินี้ เฉพาะในส่วนที่เกี่ยวกับการดำเนินการ ตามบทเฉพาะกาล ให้นายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงเกษตรและสหกรณ์มีอำนาจออกประกาศ เพื่อปฏิบัติการตามพระราชบัญญัตินี้ ประกาศนั้นเมื่อได้ประกาศในราชกิจจานุเบกษาแล้วให้ใช้บังคับได้
