ข้อ ๑๑ ฐำนรำกแผ่ต้องวำงอยู่บนดินฐำนรำกที่ไม่มีส่วนของอินทรีย์สำรที่ยังสลำยไม่หมด โดยควำมหนำของฐำนรำกแผ่ต้องไม่น้อยกว่ำ ๐.๒๐ เมตร และมีระดับควำมลึกที่ฝังในดินจำกระดับผิวดิน ถึงระดับต่ำสุดของฐำนรำกแผ่ไม่น้อยกว่ำ ๑ เมตร ควำมในวรรคหนึ่ง มิให้ใช้บังคับแก่ฐำนรำกแผ่ที่วำงอยู่บนชั้นหิน
