ข้อ ๑๓ ผู้ใดประสงค์จะผลิตสุราเพื่อการค้า ให้ยื่นคำขอรับใบอนุญาตพร้อมทั้งเอกสารหรือ หลักฐานตามที่กำหนดในแบบคำขอต่ออธิบดี โดยต้องแสดงรายละเอียดเกี่ยวกับผู้ยื่นคำขอรับใบอนุญาต และโรงอุตสาหกรรมสุราตามข้อ ๑๔ ข้อ ๑๕ ข้อ ๑๖ หรือข้อ ๑๗ แล้วแต่กรณี ให้นำความในข้อ ๘ มาใช้บังคับแก่คำขอรับใบอนุญาตผลิตสุราเพื่อการค้าด้วยโดยอนุโลม
