ข้อ ๓ ในกฎกระทรวงนี้ “เครื่องมือสำหรับฉายหรือเล่นวีดิทัศน์” หมายความว่า ชุดของเครื่องมือและอุปกรณ์ หรือสิ่งอำนวยความสะดวกอื่นใดที่เชื่อมการทำงานเข้าด้วยกันเพื่อให้สามารถฉาย เล่น หรือดูวีดิทัศน์ได้ “ใบอนุญาต” หมายความว่า ใบอนุญาตประกอบกิจการร้านวีดิทัศน์
