ข้อ ๔ ในกรณีที่คำขอรับใบอนุญาต แผนงานการประกอบกิจการฆ่าสัตว์ รวมทั้งข้อมูล เอกสารหรือหลักฐานถูกต้องและครบถ้วนแล้ว ให้นายทะเบียนเสนอแผนงานการประกอบกิจการฆ่าสัตว์ ต่อคณะกรรมการประจำจังหวัดที่โรงฆ่าสัตว์นั้นตั้งอยู่เพื่อพิจารณาให้ความเห็นชอบ
