ข้อ ๒ กฎกระทรวงนี้ให้ใช้บังคับแก่ทางหลวงแผ่นดินหรือทำงหลวงชนบทที่มีทำงเดินรถ ซึ่งได้แบ่งช่องเดินรถในทิศทำงเดียวกันไว้ตั้งแต่สองช่องเดินรถขึ้นไป มีเกำะกลำงถนนแบบกำแพง และไม่มีจุดกลับรถเสมอระดับถนน ตำมที่ผู้อำนวยกำรทำงหลวงประกาศกำหนด
