ให้จัดตั้งองค์การมหาชนขึ้น เรียกว่า “สถาบันวิจัยและพัฒนาเทคโนโลยีระบบราง (องค์การมหาชน)” เรียกโดยย่อว่า “สทร.” และให้ใช้ชื่อเป็นภาษาอังกฤษว่า “Rail Technology Research and Development Agency (Public Organization)” เรียกโดยย่อว่า “RTRDA”
