ข้อ ๑๙ ให้นำความในข้อ 3 และข้อ 15 มาใช้บังคับแก่การขอรับใบอนุญาต และ การออกใบอนุญาตตามหมวดนี้ด้วยโดยอนุโลม ทั้งนี้ ในการตรวจสอบสถานที่ ให้มีการตรวจสอบสิ่งก่อสร้าง เครื่องจักร หรือเครื่องมือเครื่องใช้ต่าง ๆ ที่เกี่ยวข้องด้วย
