เล่ม ๑๒๓ ตอนที่ ๒๓ ก ราชกิจจานุเบกษา ๖ มีนาคม ๒๕๔๙ กฎกระทรวง กำหนดบุคคลซึ่งได้รับการยกเว้นไม่ต้องมีบัตรประจำตัวประชาชน พ.ศ. ๒๕๔๘ อาศัยอำนาจตามความในมาตรา ๕วรรคสอง แห่งพระราชบัญญัติบัตรประจำตัวประชาชน พ.ศ. ๒๕๒๖ซึ่งแก้ไขเพิ่มเติมโดยพระราชบัญญัติบัตรประจำตัวประชาชน (ฉบับที่ ๒) พ.ศ. ๒๕๔๒ และมาตรา ๒๓ แห่งพระราชบัญญัติบัตรประจำตัวประชาชน พ.ศ. ๒๕๒๖ อันเป็นกฎหมาย ที่มีบทบัญญัติบางประการเกี่ยวกับการจำกัดสิทธิและเสรีภาพของบุคคล ซึ่งมาตรา ๒๙ ประกอบกับ มาตรา ๓๔และมาตรา ๓๗ของรัฐธรรมนูญแห่งราชอาณาจักรไทย บัญญัติให้กระทำได้โดยอาศัยอำนาจ ตามบทบัญญัติแห่งกฎหมาย รัฐมนตรีว่าการกระทรวงมหาดไทยออกกฎกระทรวงไว้ ดังต่อไปนี้
