ข้อ ๑ ให้จัดตั้ง “ศูนย์บัญชาการแก้ไขปัญหาการบินพลเรือน” (Command Center for Resolving Civil Aviation Issues) เรียกโดยย่อว่า ศบปพ. (CRCA) เป็นศูนย์เฉพาะกิจขึ้นตรงกับ หัวหน้าคณะรักษาความสงบแห่งชาติ โดยมีผู้บัญชาการทหารอากาศเป็นผู้บัญชาการศูนย์บัญชาการ แก้ไขปัญหาการบินพลเรือน เรียกโดยย่อว่า ผบ.ศบปพ.
