ข้อ ๑๑ ผู้บังคับหลักประกันอาจอนุญาตให้คู่สัญญาฝ่ายใดฝ่ายหนึ่งหรือทั้งสองฝ่าย รวมทั้ง พยานบุคคลให้ถ้อยคำผ่านระบบการประชุมทางจอภาพได้ โดยให้คู่สัญญาฝ่ายที่ร้องขอเป็นผู้ดำเนินการ จัดให้มีระบบดังกล่าวและเป็นผู้เสียค่าใช้จ่าย
