ข้อ ๑๒ ในกรณีที่มีปัญหาเกี่ยวกับการปฏิบัติตามกฎกระทรวงนี้หรือในกรณีที่มีปัญหาไม่อาจ ตกลงกันได้เกี่ยวกับการโอนกรรมสิทธิ์ที่ราชพัสดุ ให้กรมธนารักษ์เสนอให้คณะกรรมการที่ราชพัสดุ พิจารณา
