ฉบับพิเศษ หน้า๔๐ เล่ม ๕๕ ตอนที่ ๕๐ ราชกิจจานุเบกษา ๑๑ พฤษภาคม ๒๕๒๑ พระราชกฤษฎีกา กำหนดเขตที่ดิน ในท้องที่อำเภอเมืองพะเยา ให้เป็นเขตปฏิรูปที่ดิน จังหวัดพะเยา พ.ศ. ๒๕๒๑ ภูมิพลอดุลยเดช อดลยเดช ป.ร. 22 ให้ไว้ ณ วันที่ ๒๕ เมษายน พ.ศ. ๒๕๒๑ ในรัชกาลปัจจุบัน พระบาทสมเด็จพระปรมินทรมหาภูมิพลอดุลยเดช เป็นปีที่ ๓๓ 4 มพระบรม ราชโองการโปรดเกล้า ๆ ให้ประกาศว่า โดยที่เป็นการสมควรกำหนดเขตที่ดิน ในท้องที่อำเภอเมืองพะเยา จังหวัดพะเยา ให้เป็นเขตปฏิรูปที่ดิน อาศัยอำนาจตามความในมาตรา ๒๕ ราชอาณาจักร พุทธศักราช ๒๕๒๐ แห่งธรรมนูญการปกครอง และมาตรา ๒๕ บัญญัติการปฏิรูปที่ดินเพื่อเกษตรกรรม พ.ศ. ๒๕๑๘ โปรดเกล้าฯ ให้ตราพระราชกฤษฎีกาขึ้นไว้ ดดังต่อไปนี้ แห่งพระราช จึงทรงพระกรุณา
