ประกาศของคณะปฏิวัติ ฉบับที่ ๓๔๙ โดยที่คณะปฏิวัติพิจารณาเห็นว่า ที่ดินของรัฐในท้องที่อำเภอเมืองกาฬสินธุ์ และ อำเภอสหัสขันธ์ จังหวัดกาฬสินธุ์ เหมาะสมที่จะจัดตั้งเป็นนิคมสร้างตนเองเพื่อให้ประชาชนได้มีที่ตั้ง เคหสถานและประกอบอาชีพเป็นหลักแหล่งในที่ดินนั้น หัวหน้าคณะปฏิวัติจึงมีคำสั่งดังต่อไปนี้
