ข้อ ๔ ในการเบิกถอนเงินกู้ ผู้กู้ต่อต้องมีหนังสือแจ้งไปยังกระทรวงการคลังเพื่อขอเบิกถอน เงินกู้ เว้นแต่ในกรณีที่กระทรวงการคลังตกลงให้ผู้กู้ต่อเบิกถอนเงินจากแหล่งเงินกู้โดยตรง ให้ผู้กู้ต่อ รายงานการเบิกถอนเงินกู้นั้นไปยังกระทรวงการคลังภายในสามวันทำการนับแต่วันที่ได้เบิกถอนเงินกู้
