เจ้าหน้าที่ของสำนักงานต้องมีคุณวุฒิหรือประสบการณ์เหมาะสมกับวัตถุประสงค์ หน้าที่ และอำนาจของสำนักงาน และสามารถทำงานให้แก่สำนักงานได้เต็มเวลา รวมทั้งต้องมีคุณสมบัติ และไม่มีลักษณะต้องห้ามตามกฎหมายว่าด้วยองค์การมหาชนด้วย
