ผู้ที่จะได้รับการแต่งตั้งเป็นเลขาธิการต้องมีคุณสมบัติ ดังต่อไปนี้
(๑) มีสัญชาติไทย
(๒) อายุไม่ต่ากว่าสามสิบห้าปีแต่ไม่เกินหกสิบปี
(๓) เป็นผู้มีความรู้ ความสามารถ และประสบการณ์ในด้านที่เกี่ยวกับภารกิจของสำนักงาน และการบริหารจัดการ
