ข้อ ๒๓ เมื่อสถาบันอุดมศึกษาใดได้รับการจัดให้สังกัดกลุ่มและได้รับการส่งเสริม และสนับสนุนตามกลุ่มสถาบันอุดมศึกษาเป็นระยะเวลาตามที่รัฐมนตรีกำหนดแล้ว สถาบันอุดมศึกษา อาจเสนอเหตุผลและความจำเป็นเพื่อขอเปลี่ยนการสังกัดกลุ่มได้ ในการนี้ ให้นำความในข้อ ๑๓ ข้อ ๑๔ และข้อ ๑๕ มาใช้บังคับโดยอนุโลม
