Section ๒๔

ในกิจการที่เกี่ยวกับบุคคลภายนอก ให้ผู้ว่าการเป็นผู้แทนของ ยสท. และ เพื่อการนี้ ผู้ว่าการอาจมอบให้บุคคลใดปฏิบัติงานแทนก็ได้ แต่ต้องเป็นไปตามข้อบังคับที่คณะกรรมการกำหนด กิจการที่ผู้ว่าการกระทำโดยฝ่าฝืนระเบียบหรือข้อบังคับตามมาตรา ๑๗ วรรคสอง ย่อมไม่ผูกพัน ยสท. เว้นแต่คณะกรรมการจะให้สัตยาบัน
