ให้รัฐมนตรีมีหน้าที่และอำนาจกำกับโดยทั่วไปซึ่งกิจการของ ยสท. เพื่อการนี้ จะสั่งให้ ยสท. ชี้แจงข้อเท็จจริง แสดงความคิดเห็น ทำรายงาน กระทำการหรือยับยั้งการกระทำใด เพื่อให้เป็นไปตามนโยบายของรัฐบาลหรือมติคณะรัฐมนตรี ตลอดจนสั่งสอบสวนข้อเท็จจริงเกี่ยวกับ การดำเนินกิจการของ ยสท. ได้
