ให้รัฐมนตรีว่าการกระทรวงการคลังรักษาการตามพระราชบัญญัตินี้และให้มี อำนาจแต่งตั้งพนักงานเจ้าหน้าที่ กับออกกฎกระทรวงและประกาศเพื่อปฏิบัติการตามพระราชบัญญัตินี้ กฎกระทรวงและประกาศนั้น เมื่อได้ประกาศในราชกิจจานุเบกษาแล้วให้ใช้บังคับได้
