ในวาระเริ่มแรก ให้คณะกรรมการประกอบด้วยกรรมการตามมาตรา ๗ (๑) (๒)

(๓) และวรรคสอง เพื่อปฏิบัติหน้าที่เท่าที่จำเป็นไปพลางก่อนแต่ไม่เกินเก้าสิบวันนับแต่วันที่ พระราชบัญญัตินี้ใช้บังคับ เล่ม ๑๓๔ ตอนที่ ๑๐ ก ราชกิจจานุเบกษา ๒๔ มกราคม ๒๕๖๐
