ของใดๆ ที่จัดอยู่ในบัญชีของต้องห้ามตามกฎหมายของราชอาณาจักรไทยและ มาเลเซีย จะไม่ได้รับอนุญาตให้นำเข้าไปในพื้นที่พัฒนาร่วม เว้นแต่ในกรณีที่จำเป็นจะต้องมีการยกเว้น ในส่วนที่เกี่ยวกับการนำเข้ารายใดรายหนึ่งโดยเฉพาะ การยกเว้นนั้นจะกระทำได้ก็ด้วยความตกลงระหว่าง หน่วยงานที่มีอำนาจของราชอาณาจักรไทยและมาเลเซีย
