ห้ามมิให้ขนของที่จะส่งออกบรรทุกลงในเรือลำใดจนกว่าพนักงานศุลกากร ได้ออกใบปล่อยเรือขาเข้าให้แก่เรือนั้น เว้นแต่จะได้รับอนุญาตให้ขนของบรรทุกลงในเรือนั้นได้ก่อนที่จะได้รับ ใบปล่อยเรือขาเข้า ทั้งนี้ ตามหลักเกณฑ์ วิธีการ และเงื่อนไขที่อธิบดีประกาศกำหนด
