ให้นายกรัฐมนตรีรักษาการตามพระราชบัญญัตินี้ และให้มีอำนาจออกประกาศ และแต่งตั้งพนักงานเจ้าหน้าที่ เพื่อปฏิบัติการตามพระราชบัญญัตินี้ ประกาศนั้น เมื่อได้ประกาศในราชกิจจานุเบกษาแล้วให้ใช้บังคับได้
