ให้ผู้ซึ่งเป็นศิลปินแห่งชาติ ผู้ทรงคุณวุฒิทางวัฒนธรรม และผู้มีผลงานดีเด่น ทางด้านวัฒนธรรม อยู่ในวันที่พระราชบัญญัตินี้ใช้บังคับ เป็นศิลปินแห่งชาติ ผู้ทรงคุณวุฒิทาง วัฒนธรรม หรือบุคคลที่มีผลงานดีเด่นทางวัฒนธรรมตามพระราชบัญญัตินี้ แล้วแต่กรณี
