ให้นายกรัฐมนตรี รัฐมนตรีว่าการกระทรวงกลาโหม และรัฐมนตรีว่าการ กระทรวงคมนาคม รักษาการตามพระราชบัญญัตินี้ และให้มีอำนาจออกกฎกระทรวง ประกาศ และระเบียบ เพื่อปฏิบัติการตามพระราชบัญญัตินี้ ในส่วนที่เกี่ยวกับอำนาจหน้าที่ของแต่ละกระทรวง หรือหน่วยงานของรัฐ กฎกระทรวงนั้น เมื่อได้ประกาศในราชกิจจานุเบกษาแล้วให้ใช้บังคับได้
