บรรดาคำสั่งหรือมติของสภาความมั่นคงแห่งชาติ ที่มีผลใช้บังคับอยู่ในวันก่อน วันที่พระราชบัญญัตินี้ใช้บังคับ ให้คงมีผลใช้บังคับได้ต่อไปเพียงเท่าที่ไม่ขัดหรือแย้งกับพระราชบัญญัตินี้ ทั้งนี้ จนกว่าสภาความมั่นคงแห่งชาติตามพระราชบัญญัตินี้จะมีคำสั่งหรือมติเป็นอย่างอื่น
