หน่วยงานของรัฐผู้รับข้อมูลดิจิทัลตามมาตรา ๑๓ ต้องใช้ข้อมูลตามวัตถุประสงค์ ในหน้าที่และอำนาจของตนเท่านั้น และต้องดูแลรักษาข้อมูลให้มีความมั่นคงปลอดภัย ไม่มีการเปิดเผย หรือโอนข้อมูลไปยังบุคคลที่ไม่มีสิทธิเข้าถึงข้อมูล
