หน่วยงานของรัฐซึ่งมิใช่ส่วนราชการต้องจัดให้มีการวางหลักเกณฑ์และวิธีการ เกี่ยวกับการเบิกเงิน การรับเงิน การจ่ายเงิน และการเก็บรักษาเงิน ทั้งนี้ ตามที่กฎหมายว่าด้วยการนั้น บัญญัติไว้ โดยต้องเป็นไปตามหลักธรรมาภิบาล มีความโปร่งใสและตรวจสอบได้
