งบประมาณรายจ่ายงบกลาง ได้แก่ งบประมาณรายจ่ายที่ตั้งไว้เพื่อจัดสรรให้แก่ หน่วยรับงบประมาณใช้จ่าย โดยแยกต่างหากจากงบประมาณรายจ่ายของหน่วยรับงบประมาณ และให้มี รายการเงินสำรองจ่ายเพื่อกรณีฉุกเฉินหรือจำเป็นด้วย
