ในกรณีที่มีการจัดสรรงบประมาณรายจ่ายของปีงบประมาณ พ.ศ. ๒๕๖๑ ประเภทงบกลาง ให้ดำเนินการตามพระราชบัญญัติวิธีการงบประมาณ พ.ศ. ๒๕๐๒ และที่แก้ไขเพิ่มเติม โดยให้ก่อหนี้ผูกพันให้แล้วเสร็จภายในวันที่ ๓๐ กันยายน พ.ศ. ๒๕๖๒ และดำเนินการเบิกจ่ายให้แล้วเสร็จ ภายในวันที่ ๓๐ กันยายน พ.ศ. ๒๕๖๓
