ทวิ ห้ามมิให้ผู้ใดค้าหรือมีไว้ในครอบครอง ซึ่งของป่าหวงห้ามเกิน ปริมาณที่รัฐมนตรีประกาศกำหนดในราชกิจจานุเบกษา เว้นแต่ได้ับอนุญาตจากพนังานเจ้าหน้าที่ และต้องปฏิบัติตามข้อกำหนดในกฎกระทรวงและในการอนุญาต ความในวรรคหนึ่งไม่ใช้บังคับแก่การนำของป่าหวงห้ามเคลื่อนที่โดยมีใบเบิกทางของ พนักงานเจ้าหน้าที่กำกับไปด้วย
