การโอนไม้หรือของป่าที่ผู้รับอนุญาตหรือผู้รับสัมปทาน กระทำก่อนที่ ได้ชำระค่าภาคหลวง หรือก่อนที่ได้รับอนุญาตจากพนักงานเจ้าหน้าที่เป็นหนังสือ จะยกขึ้นเป็นข้ออ้าง เพื่อใช้แก่เจ้าพนักงานหาได้ไม่
