ให้กระทรวง ทบวงกรมหน่วยงานการศึกษา และสถานศึกษาที่มีอยู่ในวันที่ พระราชบัญญัตินี้ใช้บังคับยังคงมีฐานะและอำนาจหน้าที่เช่นเดิม จนกว่าจะได้มีการจัดระบบการบริหารและ การจัดการศึกษาตามบทบัญญัติแห่งพระราชบัญญัตินี้ ซึ่งต้องไม่เกินสามปีนับแต่วันที่พระราชบัญญัตินี้ใช้ บังคับ
