เพื่อให้เกิดความชัดเจนในทางปฏิบัติว่าข้อมูลข่ วสารของราชการจะ เปิดเผยต่อบุคคลใดได้หรือไม่ภายใต้เงื่อนไขเช่นใด และสมควรมีวิธีรักษามิให้รั่วไหลให้หน่วยงานของ รัฐกำหนดวิธีการคุ้มครองข้อมูลข่าวสารนั้น ทั้งนี้ ตามระเบียบที่คณะรัฐมนตรีกำหนดว่าด้วยการ รักษาความลับของทางราชการ
